The ethanol was recovered from a yard adjacent to the SGR corridor\u2014an area falling within the wider operational and security ecosystem of Kenya Railways, currently headed by Managing Director Philip Mainga.<\/p>\n
While Kenya Railways has not been accused of any wrongdoing, governance analysts argue that the repeated use of rail-linked zones for storing contraband points to weaknesses in surveillance, access control, and inter-agency coordination.<\/p>\n
\u201cThe issue is not direct culpability,\u201d said a transport governance expert. \u201cIt is whether senior leadership is exercising adequate oversight over strategic corridors that have increasingly become attractive to smugglers.\u201d<\/p>\n

\u201cIf export ethanol keeps reappearing inland as illegal liquor, the problem is not just criminals\u2014it is a breakdown somewhere along the chain,\u201d said a former customs official.
\nPolitical Silence Raises Eyebrows<\/p>\n
The incident has also drawn attention to the muted response from senior political figures, particularly within the ruling UDA party, which has repeatedly vowed to dismantle economic sabotage and smuggling networks.<\/p>\n
Opposition leaders and civil society groups argue that operations involving large volumes, multiple vehicles, secure storage yards, and tracking jammers rarely thrive without some level of protection\u2014whether through bureaucratic inertia, political influence, or selective enforcement.<\/p>\n
\u201cThese are not hawkers,\u201d said a governance watchdog. \u201cThey are organised syndicates operating comfortably within state-controlled spaces.\u201d
\nKRA Applauded, But Bigger Questions Linger<\/p>\n
KRA has earned widespread praise for the operation, which prevented an estimated KSh7.42 million in tax losses and stopped the production of more than 48,000 bottles of illicit liquor.<\/p>\n
However, experts caution that enforcement victories will remain short-lived unless matched with institutional accountability at senior levels.<\/p>\n
